Monthly Board Highlights - June 2019

If you were unable to attend the June 4, 2019 Board of Trustees meeting, here are some of the actions that took place.


The Board recognized the following:

Fresno City College Championship Women’s Badminton Team

Outgoing Student Trustee Chuck Rodriquez (FCC) was given a plaque for his service and there was a swearing-in ceremony for incoming Student Trustee Stephen Kodur (RC).


The Board heard the following reports and presentations:

Adopted the following Board Policies:

  • BP 3570 Smoking, Vaping and Tobacco Use on Campus
  • BP 7128 Employment of Convicted Felons
  • BP 7350 Resignations
  • Abolishment of BP 6850 Smoke-Free Environment (included in BP 3570)

Board President Ikeda appointed a three-person trustee special advisory committee to meet with Vice Chancellor Miktarian and General Counsel Besmer to consider PLAs and proposed resolutions. The three board members to form the special advisory committee are Trustees Ikeda, Leal and Perea.

Resolution No. 2019.12 Establishing a $315,455,450 District Appropriations Limit for the 2019-2020 Fiscal Year

Resolution No. 2019.14 District's Commitment to Support Census Complete Count efforts

Resolution No. 2019.15 Authorizing Notices of Layoff to Bookstore Employees and Immediately Meet with CSEA to Negotiate the Impacts to the Employees

State Center Community College District Equal Employment Opportunity Plan

College and Career Access Pathways (CCAP) Partnership Agreement with Valley Regional Occupational Program

Student Equity Plans at Fresno City College, Reedley College and Clovis Community College


Approved the following:

  • Academic personnel transactions, as submitted
  • Classified personnel transactions, as submitted
  • Construction Bid of $128,000 to FUSD for renovations at Fresno City College’s Business Education Building to prepare for classes at Design Science High School
  • CUPCAA Award using $78,718 of Measure C funds to Haus Construction, Inc., for 8th floor renovation in the New District Office
  • Summer 2019, Fall 2019, Spring 2020, and Fall 2020 Curriculum Proposals from all three colleges
  • Out-of-Country Travel for the International Education Program to Florence, Italy and London, UK
  • Support letter to the Association of Community College Trustees for Trustee Deborah Ikeda regarding her nomination for the Diversity, Equity, and Inclusion Committee
  • District Five-Year Construction Plan
  • SCCCD 2019-2020 Tentative Budget
  • Award bookstore retail operations to Follett Higher Education Group, Inc., to operate retail bookstores and online bookstores across all district locations

Rejected:

The claim submitted by John and Katherine A. Terzian, Trustees of the Terzian Family Trust and The Elizabeth Terzian Revocable Trust, as restated, and 3K Investment Company

Held a Public Hearing for the Valley ROP College and Career Access Pathways (CCAP) Partnership Agreement


Approved the following grant agreement recommendations:

The District is receiving a $10,000 sub-agreement from Fresno State for Central Valley Guided Pathways Implementation and California College Guidance Initiative Pilot

FCC will receive a $379,398 renewal agreement from the Commission on Peace Officer Standards and Training (POST) for Robert Presley ICI course training

FCC will receive a $27,720 renewal agreement from POST for a Supervisor Course

FCC has received a $80,000 Song Brown Health Care Workforce Training Act renewal agreement from the Office of Statewide Health and Planning Development for the Nursing program


The report from Closed Session included:

The Board unanimously voted to deny the appeals of two administrative determinations of discrimination, harassment and retaliation, pursuant to Title 5.
